What you need to check
It is for homes that do not get mains power or water. For example, your power comes through an embedded network, like a caravan park or apartment block, or you buy carted water for a tank. You need a Pensioner Concession Card, Health Care Card or Veterans’ Affairs Gold Card, and the account in your name. Someone at home must use an oxygen concentrator or a dialysis machine. In 2025–26 it paid $389 for electricity and $560 for water. The amounts are reviewed each year. A doctor or nurse signs a form first. Apply online in the Victorian concessions portal, or phone the Concessions Information Line on 1800 658 521. Homes on mains power and water use the other two Life Support Concessions.
This is a short summary. Other rules may apply, like income or where you live. Check the full rules with the agency that runs it.
