What you need to check
You must live in the ACT and be a permanent resident of Australia. You must have a significant and permanent disability. You must need a carer with you to take part in most activities, for life. There is no income or asset test. You will not qualify if you may become independent through treatment or training. You will also not qualify if you only want a companion for company or because a venue is hard to get into. The card lasts 10 years, or 5 if you are under 18. Fill in the application form from the ACT Government page. A health professional must confirm your need and sign two recent passport photos of you. Post it to Access Canberra. It takes about 20 working days.
This is a short summary. Other rules may apply, like income or where you live. Check the full rules with the agency that runs it.
